May the Lord grant them faith in His Son, and repentance in His Name. May the Lord convert their hearts, making them into true sons of Abraham. Exactly! It applies to Christians, from both Jewish and Gentile backgrounds.

It applies to those born of the promise (like Isaac) not those merely born of the flesh (like Ishmael). It applies to the children of the free woman, not the children of the slave woman.
